Add VST2 plugins to your OBS audio input capture

Under sources select + (Add)

Select Audio Input Capture

Under Device select your soundcard

Under sources highlight your audio input source and select Filters

Under Audio Filters select + (Add)

Select VST 2.x Plug-in

Select your plugin from the list
